It's hard to put one finger on why a person is funny. With people like Hancock, Tommy Cooper, Max Wall (all before my time)..so lets add Peter Sellers they possess an undefinable 'essence' within themselves that is by itself amusing. Its very hard to pin down, it isn't a science.

Ken Dodd used to joke about Freuds explanation of the psychology of humour, unfortunately I've forgotten my punchline so..cya!

I think he quoted Freud's stuff and then added ' -- but then he never had to play the Glasgow Empire first house Monday' or something along those lines.
